The Department of Homeland Security (DHS) intends to enter into negotiations on a sole source basis with ANSI-ASQ National Accreditation Board (ANAB), 600 N. Plankinton Avenue, Suite 300, Milwaukee, WI 53203. The requirement will be a Firm Fixed Priced contract. The contractor will operate the Private Sector Preparedness Voluntary Accreditation and Certification Program to assess whether a private sector entity complies with voluntary preparedness standards. ANAB will assume responsibility to oversee the certification process, manage the accreditation, and accredit qualified third parties to carry out the certification. ANAB will collaborate to develop procedures and requirements for the accreditation and certification processes in accordance with guidelines developed by DHS. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement in accordance with Numbered Note 22. All responses to this sole source announcement must be received within 45 days from the date of this announcement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than April 7, 2008, 4 p.m. EST.
