World Telecommunication Standardization Assembly, meeting in 2008 in
Johannesburg, adopted Resolution
68, requesting the Director
of the Telecommunication Standardization Bureau to organize meetings
of high-level, private sector executives to discuss the
standardization landscape, identifying and coordinating standards
priorities and ways to best meet the needs of the private sector.
The communique
from the October 6 2009 first meeting of chief technology
officers stated among among other pronouncements: ...
the
standardization landscape has become too complicated and fragmented,
as there are hundreds of industry forums and consortia in addition to
national, regional and international SDOs competing for business. It
is becoming increasingly more challenging for the ICT industry to
identify and prioritize the places to concentrate their
standardization resources. Thus, CTOs called for a review of the
standardization scenario so as to identify priorities for the
industry. Such a review should include: (1) principles on why and what
types of standards are needed; (2) identification of the different
SDOs, their roles and capabilities; and (3) implementation of
improvements to the present standards scenario so that SDOs complement
rather than compete with one another. The intent is to focus standards
efforts on key standardization organizations and foster faster and
more efficient production of standards, so as to avoid duplication
across organizations and improve speed of development and time to
market.
